This earth-paved bridge crossing the inner moats connects the Imperial Palace with the East Gardens. During the Edo era it served as an alley between Honmaru Ooku (the harem where the shogun's wives and concubines lived) and Fukiage. There used to be a Nishihanebashi-mon Gate, but now only a part of the stone wall remains.
